The Port Community System: A Key Pillar for Logistics Modernization in Guinea.

On November 27, 2024, the General Directorate of the Guichet Unique du Commerce Extérieur de Guinée (GUCEG) hosted the official presentation of the Port Community System (PCS). This event, chaired by the Minister of Budget, Mr. Facinet Sylla, gathered key institutional and economic stakeholders, including representatives from the Port Autonome de Conakry, Customs, the Guinean Employers’ Organization, and technical partners.

A Digital Transformation for Foreign Trade

The Port Community System centralizes, harmonizes, and secures the exchange of information among various stakeholders in the port sector, including customs, logistics operators, transporters, and government agencies. With automated processes and significantly reduced processing times, the PCS improves the traceability and transparency of operations while enhancing Guinea’s competitiveness.

According to Mamoudou Diané, Director General of GUCEG, “The PCS ensures better coordination among stakeholders and helps transform Guinea into a regional logistics hub.”

By interconnecting all stakeholders on a single platform, the PCS also facilitates the management of complex logistics flows necessary for strategic projects such as the Simandou 2040 Program, a national priority for industrialization and economic development.

A Shared Vision for the Future

During his intervention, Yan Gascon, Implementation Manager at Webb Fontaine, the technological partner of GUCEG, explained: “The PCS offers complete transparency by centralizing operations and enabling authorities to track payments in real-time. This accelerates processes, boosts the country’s attractiveness, and increases state revenue.”

The efficiency of the PCS, particularly in tracking port charges, makes it essential for addressing the challenges of large-scale projects, both in terms of logistics and revenue collection.

A Crucial Step for Guinea

The launch of the PCS marks a turning point in Guinea’s digital transformation, placing the country on an ambitious path toward economic growth and innovation. This system meets current needs while anticipating future development prospects, such as those outlined in the Simandou 2040 Program, by providing modern and interconnected infrastructures capable of supporting booming foreign trade.

The success of this initiative relies on adoption by all stakeholders and effective implementation. With this tool, Guinea strengthens its position as a logistics hub in West Africa and a key player in global trade.
